    Improving Transferability Case Studies: \u27Building a Better Bridge to the Bachelor\u27s\u27

    Many Virginians aspiring to earn a four-year degree intentionally begin their journey at one of the 23 community colleges within the Virginia Community College System (VCCS). In concert with those aspirations, the VCCS is committed to providing its residents an affordable and accessible program of study that prepares them to transfer and earn a bachelor’s degree at any one of Virginia’s colleges and universities. The establishment of an affordable and accessible pathway was one of the emanating purposes of the community college (Mellow & Heelan, 2015). The dream of affordable transfer education is one of three key legislative efforts of the VCCS, and statute 23.1-907 of the Commonwealth of Virginia mandates transfer agreements between the institutions. With at least 38 transfer agreements and more than 300 articulation agreements developed between the VCCS and the four-year colleges and universities, the State Council of Higher Education for Virginia (SCHEV) states that up to 32% of transfer students do so under the auspices of guaranteed admission agreements (Joint Legislative Audit and Review Commission, 2017). Transfer pathway must be accessible and easily achieved in the least amount of time, with the least amount of required credits, and the least amount of cost and debt. To build a better bridge to the bachelor’s degree, Virginia must examine the current situation, consider best practices within the Commonwealth and across the nation, and seek to enact policies and procedures that achieve that goal

    A review of satellite-based global agricultural monitoring systems available for Africa

    Abstract The increasing frequency and severity of extreme climatic events and their impacts are being realized in many regions of the world, particularly in smallholder crop and livestock production systems in Sub-Saharan Africa (SSA). These events underscore the need for timely early warning. Satellite Earth Observation (EO) availability, rapid developments in methodology to archive and process them through cloud services and advanced computational capabilities, continue to generate new opportunities for providing accurate, reliable, and timely information for decision-makers across multiple cropping systems and for resource-constrained institutions. Today, systems and tools that leverage these developments to provide open access actionable early warning information exist. Some have already been employed by early adopters and are currently operational in selecting national monitoring programs in Angola, Kenya, Rwanda, Tanzania, and Uganda. Despite these capabilities, many governments in SSA still rely on traditional crop monitoring systems, which mainly rely on sparse and long latency in situ reports with little to no integration of EO-derived crop conditions and yield models. This study reviews open-access operational agricultural monitoring systems available for Africa. These systems provide the best-available open-access EO data that countries can readily take advantage of, adapt, adopt, and leverage to augment national systems and make significant leaps (timeliness, spatial coverage and accuracy) of their monitoring programs. Data accessible (vegetation indices, crop masks) in these systems are described showing typical outputs. Examples are provided including crop conditions maps, and damage assessments and how these have integrated into reporting and decision-making. The discussion compares and contrasts the types of data, assessments and products can expect from using these systems. This paper is intended for individuals and organizations seeking to access and use EO to assess crop conditions who might not have the technical skill or computing facilities to process raw data into informational products

    The Effectiveness of a Multidisciplinary Electronic Discharge Readiness Tool: Prospective, Single-Center, Pre-Post Study

    BackgroundIn the face of hospital capacity strain, hospitals have developed multifaceted plans to try to improve patient flow. Many of these initiatives have focused on the timing of discharges and on lowering lengths of stay, and they have met with variable success. We deployed a novel tool in the electronic health record to enhance discharge communication. ObjectiveThe aim of this study is to evaluate the effectiveness of a discharge communication tool. MethodsThis was a prospective, single-center, pre-post study. Hospitalist physicians and advanced practice providers (APPs) used the Discharge Today Tool to update patient discharge readiness every morning and at any time the patient status changed throughout the day. Primary outcomes were tool use, time of day the clinician entered the discharge order, time of day the patient left the hospital, and hospital length of stay. We used linear mixed modeling and generalized linear mixed modeling, with team and discharging provider included in all the models to account for patients cared for by the same team and the same provider. ResultsDuring the pilot implementation period from March 5, 2019, to July 31, 2019, a total of 4707 patients were discharged (compared with 4558 patients discharged during the preimplementation period). A total of 352 clinical staff had used the tool, and 84.85% (3994/4707) of the patients during the pilot period had a discharge status assigned at least once. In a survey, most respondents reported that the tool was helpful (32/34, 94% of clinical staff) and either saved time or did not add additional time to their workflow (21/24, 88% of providers, and 34/34, 100% of clinical staff). Although improvements were not observed in either unadjusted or adjusted analyses, after including starting morning census per team as an effect modifier, there was a reduction in the time of day the discharge order was entered into the electronic health record by the discharging physician and in the time of day the patient left the hospital (decrease of 2.9 minutes per additional patient, P=.07, and 3 minutes per additional patient, P=.07, respectively). As an effect modifier, for teams that included an APP, there was a significant reduction in the time of day the patient left the hospital beyond the reduction seen for teams without an APP (decrease of 19.1 minutes per patient, P=.04). Finally, in the adjusted analysis, hospital length of stay decreased by an average of 3.7% (P=.06). ConclusionsThe Discharge Today tool allows for real time documentation and sharing of discharge status. Our results suggest an overall positive response by care team members and that the tool may be useful for improving discharge time and length of stay if a team is staffed with an APP or in higher-census situations
